Motion to Minute Order No. 07-292: After a public hearing to consider the Yolo County Agricultural Conservation Easement Program and the In-Lieu Agricultural Mitigation Fee Ordinances, the Board of Supervisors continued the matter to a meeting in December, to be determined, and directed staff to:
1. Complete a study that examines the feasibility and economic/legal justification for an increase in the 1:1 mitigation ratio for the program, and return to the Board of Supervisors with further recommendations of the study and related work;
2. Provide information on the Storie Index model versus the Land Evaluation and Site Assessment (LESA) model with a map indicating where the 20% of the LESA model or Storie Index land would be; asked that Elizabeth Kemper, Local Agency Formation Commission Executive Director and Phil Hogan, National Resources Conservation Services participate in the discussion.
3. Provide a map with circles indicating the cities, using the agricultural easements within the two or four miles of the project site.
4. Provide total countywide acreage preserved, as well as information on agricultural conservation programs in place in Yolo County cities.
