Continued from June 16, 2009, public hearing regarding the adoption of fiscal year 2009/10 final budget:
County Administrator Sharon Jensen provided a recap from the June 16, 2009 Board of Supervisors meeting.
C. Received overview and input on departmental budgets by Assistant County Administrator Pat Leary and other county officials regarding the following county departments recommended fiscal year 2009/10 budgets:
Planning and Public Works
Q's - Jim P. - local expenditure solid waste management - Integrated waste management - no general fund; federal grant funds
JIm- Community Service area - local funding, is higher? John B. - no general fund, except comm. development - those are service fees, assessments, no costs. Jim- w/state proposed cuts - that would eliminate your dept? John B. - the federal and state reimbursement will go away - the gas tax drives our tax - need to do a lot of work- these are competitive funds; will eliminate the public works dept.; the 17 projects will not happen; the stimulus $ will not happen - there will be no staffing;
Duane - detailed schedule for brigde expenses
sharon - We will look at a way to capture the actual cost and budget $ that were spend. Duane - indicate which ones are done and which ones are a roll over.
Matt - concern about dept. - w/exception of Community Dev. - how would that work? fee based,
Sharon - interest in restoring this - asking cities- internally, need to look at this - there is animal control & health services - need to continue to be responsive to cities.
Helen - questions pg. 95- helen - as part of our discussion, look through, and have some priorities - vs. what is nice but don’t have to have.

Matt - master gardner does not meet his standards to fund.
Jim - master gardner? do cities contribute to funding this? No.
Mike - talking about 126,807; uc funding 676,364; Mike thinks we may need to cut more here than; thinks majority of services are provided in the cities.
Provenza - overlap w/nutrition and obesity - may be combine here, and not spend the money in the health dept.- Kent indicated the info. is provided for the schools; leveraging issue - need to know more about this.
Helen - the food stamp - even with this program, we still don’t pull down enough food stamps from the federal government - what can you do with this program. Helen - can you work with DESS (soc. serv) to look into food stamps;
Helen - Master gardner - wants to know what's going to happen after UCD makes their cuts. 4-H is also for city kids;
Jim- is bothered by - not being able to pay for health mandated services;

Helen - opportunities for temporary camping, picnic tables, porta potties? at the river front?
Matt - analyze this for further opportunities for return of investment. (helen - there are ACO funds) for temporary camping.
***Mike - wants a status report on contract with lobbyist - not sure it should lapse at end of year - need to evaluate. - need language in the book to say that - put this on list. Imperative - for long term issue - bring back to board.
