Jeff Reisig addressed the board - Chief law office in the county. Also serve the City's police depts, CHP, Dept. of Insurance, Nursing, dentistry. 88 full time employees - pre-2002 staffing level. Last year conducted 120 trial cases. Supervisor McGowan absent. Supervisor McGowan arrived 9:18 am.
Spoke of paperless office - wave of the future and only way to build efficiencies. Supervisor Rexroad stepped away from the dais at 9:40 am. and returned at 9:42 am. Sup. McGowan left the dais at 9:49 am. and returned at 9:52 am. Chief Deputy DA position is vacant but feels this position needs to be filled, as it is a potential liability to the county. This person provides assistance to the Grand Jury, and that is not happening. This person is the backup to the DA and oversight of the office.
Just before this note, Sup. Thomson suggested adding to the Winters 2x2 an agenda item to discuss shared police services
Supervisor Chamberlain stepped away from the dais at 10:09 am. and returned at 10:10. Regarding misdemeanors - do other jurisdictions want to pay? Sup. McGowan - what is the magnitude of work we are going to do. Also, would like to know how other counties are handling this. Line is between the orange and red. Sup. Thomson - worth asking the probation dept. about risk assessments, diversions.
Sup. McGowan left the dais at 10:31 am. and returned at 10:33 am. Jeff - doing 120 trials a year out of 9000 cases. Sup. Provenza - are we doing everything we can to resolve these cases before they go to trial and if so, what can we do? Jeff - we can do better but he needs more supervisors to oversee the department. There are so many unknowns as they cannot predict what will happen - even at the trial level. The judge can make decisions that affect the whole outcome. He thinks he and the Public Defender work well together to bring cases go to trial for all the right reasons.
Fewer managers makes for less effectiveness in the office. Believes that the public safety is at the top of the list.

Mark Jones addressed the Board from Family Support. Function of the office is to Establish posterities, establish orders and enforce orders. Funded 66% with federal money and 34% with state matching funds. Used to work is part of the DA's office. Have enough money and not asking for more. Recouping money for children. The $300,000 that comes that comes to the county goes to the TANF. State automated program has been implemented in their office, but it has had a lot of bugs. Very strict confidentiality laws.
Arrears can be forgiven from their office.

Patrick addressed the Board and indicated that there are some problems that need fixing but there are no solutions yet. Tracy Olson, Public Defender, addressed the Board. They are mandated by the constitution. Bulk of resources is spent on felony cases. Have 2860 cases annually. Supervisor Provenza arrived at 1:18 pm.
Intern program really strong and very important in their office and help it to keep functioning. It has been a win-win situation for both the students and this department. Have a social worker intern program helping kids - one of the things they do is help kids navigate thru the school system. Sup. Rexroad left the dais at 1:33 pm and returned at 1:39 pm. Cleaning out the jails is a priority. Trying to be more efficient in both their office, but with the DA"s office. Looking at fine tuning but not a significant decrease of trials.
Sup. McGowan left the dais at 1:43 pm. and returned at 1:44 pm. There are public safety ramifications.

Returned at 2:00 pm - all present. Dan Cederborg addressed the Board on the Conflict Indigent Defense. Praised Barb Price's work in their office for her part. Cover death penalty cases. Shift of money from the Public Def to Indigent Conflict. They contract out for these services, hence no employees come under this dept. Provenza - does the funding from the courts cover the costs? Yes, Dan said, it does. If we have an explosion in these types of cases, it is difficult to control these costs. Court could order more be paid. Two attorneys needed for each death penalty case. Should try to see if the burden can be offset by having the State pay over and above a certain amount. Used to do this - is it still available?
