John spoke about the tomato sauce certified organic by Yolo County available at Raley's. Starting with opportunities - working with HR to restructure their dept. to gain efficiencies and to work with the CAO's to implement new technologies. Could possibly address Wildlife Services to the City contracts
p. 1 - Consumer and Pest Management - USDA Wildlife Services - would be a good topic to work with the Cities about absorbing some of these costs to continue the service. Sup. Rexroad inquired about numbers of animals trapped - John presented that info. Coyotes, 1257 visits, 201 animals removed . Racoons, beavers, feral swine, skunks. Sup. Rexroad acknowledged that one can hire a private service to remove animals. Supervisor Chamberlain arrived at 9:30 a.m.
Sup. Chamberlain spoke about the trapper. Jack Perriott - trapper, from the US Wildlife Service addressed the Board. There was no mountain lion in West Sacramento. Beavers can be a problem. Verified damage if coyotes not removed. Actively work on 1/2 million acres here in Yolo County. Disease sampling is high priority - public health issues. Have equipment and training necessary to handle these issues. Regarding mountain lions sightings at UCD, there have been about half a dozen. Racoons are a problem.
Alex Long, addressed the Board. Rancher and farmer and business owner from Zamora. Don Tompkins addressed the Board.
p. 3 - Weed and vertebrate pest management - spoke of the European vine moth - they have traps set up and are very concerned with this pest. Sup. McGowan left the dais at 9:58 am. and returned at 10:01 am. p. 5 - environmental Protection - Pesticide Use Enforcement - greatest use of the general fund for their department. It is mandated. Rick Landon also addressed the Board. Sup. Provenza asked if the fees that were being charged were up to date and the answer was yes. p. 7 - Pest Exclusion, Pest Detection and Pest Eradication - this is a high priority. p.9 - consumer protection and pest management - weights and measures area of the department. Majority of violations in this category. This is here to protect the consumer - checks weights of meat and scanners. Sup. Chamberlain stepped away from the dais at 10:12 am and returned at 10:13 a.m.
To combine checking for fraudulence and health, really not compatible for the health dept and them to combine services, but there may be other areas to combine. p. 11 - Fruit, Nut and Vegetable Program - melon certification program/organic certification program. Sup. Provenza left dais at 10:27 am. and returned at 10;30 am.m. We have 13 organic certified farmers and 85 registered. p. 13 - crop statistics, seed certification, nursery inspection, apiary inspection and egg inspection. Sup. Thomson asked about the honeybee population reduction. Also looking at alternate pollinators. This ends his presenation.

Supervisor McGowan left dais at 10:50 a.m. and returned at 10:55 a.m. 2 main programs in YC - Ag and Natural Resources and 4-H Youth Development/Nutrition Family and Consumer Science. CAO is working with other counties in the area to possibly work together - should get this conversation going. Big benefit is that the UC Co-op can initiate their own research - this is not true in the rest of the country. Supervisor McGowan left the dais at 11:45 am. and returned at 11:51 am. Parks - 3 major divisions - Museums, Water, Natural Resources Parks and Museum - stewardship planning for open spaces Natural Resources - Restoration projects along Cache Creek Water - policy and advocacy for the Delta Grasslands Regional Park - what is the benefit for the county as a whole? Scott Lines spoke about Grasslands - it's pretty much break-even- 'revenue neutral park' Sup. Thomson left the dais at 2:06 pm and returned at 2:14 pm Sup. Provenza left the dais at 2:08 pm Warren - how their department is proposing to meet its target budget. p. 1 - Water and Conservation Programs Manager p. 3 - Park Planning encourages the Board to remember the visions they have for Yolo County.

Joel Butler - Assessor - addressed the Board perform very few functions, but is inter-related Most functions are required by law but he has the ability to spend as he sees fit to accomplish these tasks. Prop 8 - looking at 20,000 reviews this year. In his office - pulling file and doing a desk appraisal (6,000 per appraiser). This amounts to about a third of all properties in Yolo County. Tax roll is the biggest function of their office. Creates $40 mill to the general fund Patrick addressed Board that a team is working on some of these processes. Sup.
