The applicant plans to schedule up to 12 events per year primarily limited to the season from May to October, to be attended by 80 to 150 participants. Eric Parfrey addressed the Board. Talked about noise issue, negative declaration and noise studies show that noise standard should be much lower. Applicant has brought up an issue of putting gravel on road. drive through Esparto and go thru county road 23 and then on road 22. Most participants would go thru road 86. David Morrison addressed the Board, it depends where you are coming from (re: google maps). Road 22 is designed to handle the amount of traffic for this project. Concerns addressed by neighbors are being addressed. Supervisor Provenza, what type of signage are up there? Eric - he thinks there's 25mph signs, neighbors would like more signs.
Supervisor Chamberlain, why do you require gravel through the orchard? - Eric, the planning commission suggested. Recommendation is to deny appeal and approve use permit, adopt a negative declaration, adopt the proposed findings. Supervisor Saylor made a comment regarding sign conditions. Supervisor Rexroad - what do we have in our County policy relating to Ag tourism Policy? Eric we have some policies regarding agricultural like ag stands, wineries. David there are a number of wineries, corn maze, almond festival, pumpkin patches, the county has been very broad granting these permits. We want to make sure the basis for supporting the appeals are in conjunction with our Agricultural standards.
Supervisor Saylor had a question about public hearing in planning commission. Eric the meetings were pretty extensive. Pannos addressed the Board, people have to drive accordingly what it is safe for them, so there is no need to sign them.
Public hearing opened - Mrs. Rolston addressed the Board. Tried to work an agreement with them; however that did not happened. Took into consideration all of their concerns. Asking to deny appeal and see what happens when they hold another 2-3 events, they want to see if they are able to meet all of their concerns, plan to use multiple speakers, will have own sound technician, in the past they have posted their own signs. In regards to ag tourism they've sold eggs, almond candy. Will do our best to work with our neighbors.
Kate Hart addressed the Board on behalf of Havstad's. Havstad's are farmers, they do not oppose event centers and oppose to this project, they are asking the county for a fair. reject aprovals on may 8th by the planning commission and asking to approve the conditions that were sent to the Board att. B on letter date July 12th. They feel that noise level should be 60 not 75 like it was used by staff. Road capacity - traffic study was submitted to the Board this weekend. Rescind planning commission use of approval. CEQA is clear on the standard. There is a disagreement on the noise level and the same is for traffic. This event center would not be used as ag tourism it is used as a recreational center. Request may 8th planning commission approval.
Supervisor Rexroad asked a question. Yes there is often disagreements between experts, that is why CEQA says it is up to the agency to determine who is correct. So why should we care about what other jurisdictions say about noise level? Supervisor Rexroad talked about almond festival and how this event is much larger than the events that are going to be and no EIR is required to. Supervisor Rexroad CEQA is not done for each event in Yolo County. Supervisor Provenza - Ms. Hart - neighbors and applicants have been meeting and they are willing to go with project if there conditions are met, no EIR would be needed.

Supervisor Chamberlain had question about speed limit sign. Supervisor Saylor had question for the applicant regarding comments made regarding a possible agreement. Mrs. Rolston addressed the Board and said they came pretty close to finalizing agreement and as agreement went to the larger community more things came up and were not able to reach a final agreement and they decided to come to the Board and try to stick to list and once they came back to planning commission in December they could Supervisor Saylor would more time work for coming to an agreement. No, she feels that more time would not help them reach an agreement. She would like for them to try it and then go to the full extent. Supervisor Provenza - referring to letter from attorney received July 12th, it seemed like they were close to reaching and agreement. Asked if they are willing to sit with staff and applicant to see if something can be worked. Mr. & Mrs. Rolston will take a look at packet and come back to this item.

Petrea Marchand addressed the Board. JPA consist of County of Yolo and cities of Davis, Winters, Woodland, and West Sac. The plan will also hold a conservation plan. Plan has two components : hill ridge and valley ridge. Urban is 60%, agricultural is Covers 32 species - 4 at state level, 14 at federal level... Cover activities, urban development, agricultural facilities, infrastructure...
Spatially defined - 14,476 and Spatially undefined projects - 3470 agricultural habitat has been supported by local farmers, the majority of this conservation that would take plan is outside this plan. talked about impact fees, used to pay for restoration Next step for this plan is at next jpa meeting if they are continuing after august 12th, the second draft will represent the views of the jpa. if the jpa decides to disolve it will cost east jurisdiction around $11,000.
Supervisor Saylor made comments about continuing jpa. Supervisor Rexroad talked about jpa and how it has turned around because in the pass it wasn't in good standing. Supervisor Provenza - it is important this jpa continues. Bob Schneider addressed the Board on this item, and talked about founding and support moving this project forward.

Greg Chew addressed the Board. State law requires SACOG to serve as Airport Land Use Commission. ALUCP components: Safety, Noise, Airspace - follow State guidelines for safety and noise. Most of the Yolo county is in Reference Area 2 - Electrical interference, lighting could be mistaken for airport, glare affecting pilots, impaired visibility.
Wildlife and Airspace: trying to mitigate wildlife follow state guidelines :10,000 ft and 5 miles. Within 10k of smf - Yolo cities, Conaway, wwtp not included. Outside 10k: yolo cities, conaway, wwtp incudled. sacog will only comment on that.
noise and safety unless its a major issue project they would have no say in that. regarding wildlife outside of 10k ft will comment. Mr. _____ addressed the Board, the airport should be used as a tool for the whole region. Worried about things that would really cause damage to airplanes. Supervisor Saylor very important for three cities to have communication with the airport.

County Road 95 - proposed revision to 50 mph from road 24, county road 98 between Lincoln ave to hwy 16 increase to 50 mph. Dunnigan proposed change from CR 99W to Norht of CR 8 from 35 mph to 40 mph. Supervisor Rexroad - Feels that if people living around the Raley's area should drive slower around that area because that area is pretty unsafe, specially during the holidays becuase there is more traffic coming in and out of that shopping center. Eric Parfrey addressed the Board. Talked about noise issue, negative declaration and noise studies show that noise standard should be much lower. Applicant has brought up an issue of putting gravel on road. drive through Esparto and go thru county road 23 and then on road 22. Most participants would go thru road 86. David Morrison addressed the Board, it depends where you are coming from (re: google maps). Road 22 is designed to handle the amount of traffic for this project. Concerns addressed by neighbors are being addressed. Supervisor Provenza, what type of signage are up there? Eric - he thinks there's 25mph signs, neighbors would like more signs.
Supervisor Chamberlain, why do you require gravel through the orchard? - Eric, the planning commission suggested. Recommendation is to deny appeal and approve use permit, adopt a negative declaration, adopt the proposed findings. Supervisor Saylor made a comment regarding sign conditions. Supervisor Rexroad - what do we have in our County policy relating to Ag tourism Policy? Eric we have some policies regarding agricultural like ag stands, wineries. David there are a number of wineries, corn maze, almond festival, pumpkin patches, the county has been very broad granting these permits. We want to make sure the basis for supporting the appeals are in conjunction with our Agricultural standards.
Supervisor Saylor had a question about public hearing in planning commission. Eric the meetings were pretty extensive. Pannos addressed the Board, people have to drive accordingly what it is safe for them, so there is no need to sign them.
Public hearing opened - Mrs. Rolston addressed the Board. Tried to work an agreement with them; however that did not happened. Took into consideration all of their concerns. Asking to deny appeal and see what happens when they hold another 2-3 events, they want to see if they are able to meet all of their concerns, plan to use multiple speakers, will have own sound technician, in the past they have posted their own signs. In regards to ag tourism they've sold eggs, almond candy. Will do our best to work with our neighbors.
Kate Hart addressed the Board on behalf of Havstad's. Havstad's are farmers, they do not oppose event centers and oppose to this project, they are asking the county for a fair. reject aprovals on may 8th by the planning commission and asking to approve the conditions that were sent to the Board att. B on letter date July 12th. They feel that noise level should be 60 not 75 like it was used by staff. Road capacity - traffic study was submitted to the Board this weekend. Rescind planning commission use of approval. CEQA is clear on the standard. There is a disagreement on the noise level and the same is for traffic. This event center would not be used as ag tourism it is used as a recreational center. Request may 8th planning commission approval.
Supervisor Rexroad asked a question. Yes there is often disagreements between experts, that is why CEQA says it is up to the agency to determine who is correct. So why should we care about what other jurisdictions say about noise level? Supervisor Rexroad talked about almond festival and how this event is much larger than the events that are going to be and no EIR is required to. Supervisor Rexroad CEQA is not done for each event in Yolo County. Supervisor Provenza - Ms. Hart - neighbors and applicants have been meeting and they are willing to go with project if there conditions are met, no EIR would be needed.

Supervisor Chamberlain had question about speed limit sign. Supervisor Saylor had question for the applicant regarding comments made regarding a possible agreement. Mrs. Rolston addressed the Board and said they came pretty close to finalizing agreement and as agreement went to the larger community more things came up and were not able to reach a final agreement and they decided to come to the Board and try to stick to list and once they came back to planning commission in December they could Supervisor Saylor would more time work for coming to an agreement. No, she feels that more time would not help them reach an agreement. She would like for them to try it and then go to the full extent. Supervisor Provenza - referring to letter from attorney received July 12th, it seemed like they were close to reaching and agreement. Asked if they are willing to sit with staff and applicant to see if something can be worked. Mr. & Mrs. Rolston will take a look at packet and come back to this item.

Plan has two components : hill ridge and valley ridge. Urban is 60%, agricultural is Covers 32 species - 4 at state level, 14 at federal level... Cover activities, urban development, agricultural facilities, infrastructure...
Spatially defined - 14,476 and Spatially undefined projects - 3470 agricultural habitat has been supported by local farmers, the majority of this conservation that would take plan is outside this plan. talked about impact fees, used to pay for restoration Next step for this plan is at next jpa meeting if they are continuing after august 12th, the second draft will represent the views of the jpa. if the jpa decides to disolve it will cost east jurisdiction around $11,000.
Supervisor Saylor made comments about continuing jpa. Supervisor Rexroad talked about jpa and how it has turned around because in the pass it wasn't in good standing. Supervisor Provenza - it is important this jpa continues. Bob Schneider addressed the Board on this item, and talked about founding and support moving this project forward.

Most of the Yolo county is in Reference Area 2 - Electrical interference, lighting could be mistaken for airport, glare affecting pilots, impaired visibility.
