C.  The charge of the ad hoc Public Safety Realignment Strategic Planning Subcommittee shall be to work in collaboration with the members of the Community Corrections Partnership to:

1)     Assess current Public Safety Realignment programs and outcomes of the efforts and expenditures;

2)     Review and advise the Probation Department regarding procurement of a case management system;

3)     Develop and articulate a strategic vision for Public Safety Realignment programs over a multiple year period;

4)     Establish performance measures and systems for ongoing evaluation and improvement of Public Safety Realignment programs;

5)     Develop a framework for completion of the 2014-15 AB 109 Plan;

6)     Participate in the selection of consultants necessary to complete this work using a designated appropriation of $100,000 contained in the amounts designated in Attachment B for plan assessment purposes and additional resources as needed;

7)     Report to the full Board of Supervisors in January 2014 with a proposed work plan, timeline and substantive elements of the 2014-15 plan; and

8)     Report periodically to the Board of Supervisors on progress toward completing this charge.
