Ross Lemus addressed the Board regarding adding stop signs in Yolo. Maria Hernandez addressed the Board regarding IHSS program and her wish for it to continue, because she cares for her 31-year old son.
Rosalia Rodriguez addressed the Board talked about situation of what happened with her client and how she ended up in the emergency room due to being contagious from his client, wish the wages get picked up. Malik Bennett addressed the Board and talked about how he helps four people for a few hours and how hard it is for him to remain healthy and for his clients to remain healthy because they don't have sick hours.
Ross Lemus addressed the Board of Supervisors regarding adding stop signs on Sacramento Street and Third Street in Yolo. Maria Hernandez, Rosalia Rodriguez and Malik Bennett addressed the Board of Supervisors regarding the status of raises for In-Home Supportive Services workers.

Supervisor Saylor had some questions - is this a one thing report from Health Council? Jill addressed the Board said you will see this data next year, and it will be monitored on a annual basis. Supervisor Saylor wanted to confirm that the information about std's on the maps(West Sac and UC Davis campus) is accurate? Jill said that is correct and they are monitoring it. An epidemiologist will be tracking that data and working with the community on prevention. Supervisor asked if this is a concern? Jill said Dr. Caldwell has taken a look at this data and she is not concerned. Supervisor Saylor said there is slight drop in % of children who entered kindergarten and had full immunization, he would like to have a focus of what is happening with immunizations and for that to be monitored.

Eric addressed the Board giving update on housing element. This is a minor change to the 2009 housing element. The main part of the housing element is the housing need that is required by the State.
Eric explained how Yolo County is required to create housing make around 1900 houses for the incorporated area between 2013-2021. Supervisor Saylor asked how they arrived to those numbers. Eric said that the policy is density . Each jurisdiction in CA needs to have enough zone for housing. There is no exhibit for the zoning map. The actual breakdown comes from SACOG. Supervisor Saylor would like more clarification to this because he is wondering how they came down with this figures. Said there is a technical process SACOG goes thru and they approve this figures for different jurisdictions. Supervisor Saylor asked about farming housing. Biggest obstacle is that they don't have to go thru a use permit if they have a certain number of housing (this is mandated by the State). Goals for affordable housing - page 431(agenda packet or 123 from housing element packet)
Supervisor Saylor talked about how this could be a very ambitious project. Eric said UC Davis helped with the numbers for Yolo County to meet this goal. Table of summary of projects under construction - (page 423 from agenda packet). Supervisor Chamberlain what happens if there is no zoning land and they said they don't want to change the zoning code for housing - Eric said the consequences are both with SACOG and the State because SACOG gives funding for housing and transportation, and that founding also comes from State and Federal level which means it could be cut if there is no zoning land.
Eric went thru final slide and talked about deadlines, mentioned that if they missed the deadline there is a four year penalty. Supervisor Provenza asked about the General Plan too. Also asked to bring homelessness issue into this. Replace this new element with P/S - Motion to approve recommended action. Opened public comment - Mr. ____ addressed the Board and said they submitted a letter to remove a comment from the housing comment, also on page HO14 comment on Esparto CSD receiving some grant he feels this should be remove from the housing comment. Eric said they responded to letter and said there will be changes to the language to reflect this. Supervisor Saylor mentioned letter from CHACK regarding farm housing.

Sheila Allen addressed the Board and explained how back in June 2010 there was an Aging Summit. Every 10 years Yolo County had a task force and said this is what needs to happen and nothing would happen. So now we have the Healthy Aging Alliance which is a non-profit organization.
Yolo Commission on Aging is not being taken over by the Yolo County Healthy Aging Alliance. There is a lot of collaboration between these committees. Working with the four health care providers in Yolo County. Train ER for them to know about services in the community.
Sheila explained how Yolo is waiting to be next in line for founding. Mental health services for seniors there are not enough providers, and seniors don't know where to go for these services, currently working on getting more training to provide this info to clients. Also went over website and how they have different links for people to get information on there website for many services.
Upcoming events for Yolo County Healthy Aging Alliance - Meeting in December for health insurance, in Spring they will have another Summit, collaboration with Commission on Aging, plan to have assembly candidate forum. Supervisor Provenza mentioned that there is no funding from the County for this Alliance; however, there are people who volunteer and work for this alliance.

Mindi addressed the Board and explained what would be some of the major changes to the existing jail if they are awarded this grant. The day reporting center has already run out of space and it has not even been a year that this started. There would be specific rooms for the mental health department. Supervisor Saylor asked if there would be video monitoring in this room? Mindi said there would not be no video monitoring in these rooms for the mental health building.
Allow up to 40 million grant, County would have to match around 10%. Application is due on October 31st, so this is the time for the Board to provide input, they will be back on Oct. 22nd for final approval. Supervisor Saylor talked about how the maintenance sub-committee has looks at this. and feels that 1. What kind of consultation has taken place with mental health for the incustody inmates - Mindi explained how the cells have windows where you can see inmates. Point 2 from Supervisor Saylor - Encourage to take a closer look at circulation hallways for the safety of visitors, inmates and employees.
Supervisor Provenza - thinks overall the direction is good. Question of the video visitation - there would be fewer in-person visitation. Supervisor Provenza talked about how Supervisor Chamberlain asked about how there are not more beds? Mindi said the jail is at capacity. Adding more beds would be a cross with the State's Supervisor Saylor - thinks this is a big improvement for the jail reporting center, so people don't have s/p 4-0 move approval

Supervisor Saylor had some questions - is this a one thing report from Health Council? Jill addressed the Board said you will see this data next year, and it will be monitored on a annual basis. Supervisor Saylor wanted to confirm that the information about std's on the maps(West Sac and UC Davis campus) is accurate? Jill said that is correct and they are monitoring it. An epidemiologist will be tracking that data and working with the community on prevention. Supervisor asked if this is a concern? Jill said Dr. Caldwell has taken a look at this data and she is not concerned. Supervisor Saylor said there is slight drop in % of children who entered kindergarten and had full immunization, he would like to have a focus of what is happening with immunizations and for that to be monitored.

Eric addressed the Board giving update on housing element. This is a minor change to the 2009 housing element. The main part of the housing element is the housing need that is required by the State.
Eric explained how Yolo County is required to create housing make around 1900 houses for the incorporated area between 2013-2021. Supervisor Saylor asked how they arrived to those numbers. Eric said that the policy is density . Each jurisdiction in CA needs to have enough zone for housing. There is no exhibit for the zoning map. The actual breakdown comes from SACOG. Supervisor Saylor would like more clarification to this because he is wondering how they came down with this figures. Said there is a technical process SACOG goes thru and they approve this figures for different jurisdictions. Supervisor Saylor asked about farming housing. Biggest obstacle is that they don't have to go thru a use permit if they have a certain number of housing (this is mandated by the State). Goals for affordable housing - page 431(agenda packet or 123 from housing element packet)
Supervisor Saylor talked about how this could be a very ambitious project. Eric said UC Davis helped with the numbers for Yolo County to meet this goal. Table of summary of projects under construction - (page 423 from agenda packet). Supervisor Chamberlain what happens if there is no zoning land and they said they don't want to change the zoning code for housing - Eric said the consequences are both with SACOG and the State because SACOG gives funding for housing and transportation, and that founding also comes from State and Federal level which means it could be cut if there is no zoning land.
Eric went thru final slide and talked about deadlines, mentioned that if they missed the deadline there is a four year penalty. Supervisor Provenza asked about the General Plan too. Also asked to bring homelessness issue into this. Replace this new element with P/S - Motion to approve recommended action. Opened public comment - Mr. ____ addressed the Board and said they submitted a letter to remove a comment from the housing comment, also on page HO14 comment on Esparto CSD receiving some grant he feels this should be remove from the housing comment. Eric said they responded to letter and said there will be changes to the language to reflect this. Supervisor Saylor mentioned letter from CHACK regarding farm housing.

Sheila Allen addressed the Board and explained how back in June 2010 there was an Aging Summit. Every 10 years Yolo County had a task force and said this is what needs to happen and nothing would happen. So now we have the Healthy Aging Alliance which is a non-profit organization.
Yolo Commission on Aging is not being taken over by the Yolo County Healthy Aging Alliance. There is a lot of collaboration between these committees. Working with the four health care providers in Yolo County. Train ER for them to know about services in the community.
Sheila explained how Yolo is waiting to be next in line for founding. Mental health services for seniors there are not enough providers, and seniors don't know where to go for these services, currently working on getting more training to provide this info to clients. Also went over website and how they have different links for people to get information on there website for many services.
Upcoming events for Yolo County Healthy Aging Alliance - Meeting in December for health insurance, in Spring they will have another Summit, collaboration with Commission on Aging, plan to have assembly candidate forum. Supervisor Provenza mentioned that there is no funding from the County for this Alliance; however, there are people who volunteer and work for this alliance.

Mindi addressed the Board and explained what would be some of the major changes to the existing jail if they are awarded this grant. The day reporting center has already run out of space and it has not even been a year that this started. There would be specific rooms for the mental health department. Supervisor Saylor asked if there would be video monitoring in this room? Mindi said there would not be no video monitoring in these rooms for the mental health building.
Allow up to 40 million grant, County would have to match around 10%. Application is due on October 31st, so this is the time for the Board to provide input, they will be back on Oct. 22nd for final approval. Supervisor Saylor talked about how the maintenance sub-committee has looks at this. and feels that 1. What kind of consultation has taken place with mental health for the incustody inmates - Mindi explained how the cells have windows where you can see inmates. Point 2 from Supervisor Saylor - Encourage to take a closer look at circulation hallways for the safety of visitors, inmates and employees.
Supervisor Provenza - thinks overall the direction is good. Question of the video visitation - there would be fewer in-person visitation. Supervisor Provenza talked about how Supervisor Chamberlain asked about how there are not more beds? Mindi said the jail is at capacity. Adding more beds would be a cross with the State's Supervisor Saylor - thinks this is a big improvement for the jail reporting center, so people don't have s/p 4-0 move approval
