Hold a workshop and consider public comments on the proposed update of the Yolo County Housing Element. (No general fund impact) (Bencomo/Parfrey)
Att. A. Draft Housing Element
Eric Parfrey addressed the Board - the housing element draft is a part of the general plan, it was adopted in 2009. By State law it has to be updated on a regular basis. Once the Board gives their blessing it will be sent to the State Housing and Community Development Dept for their review and then it will come back to the Board for approval later on this year.
Chelsea Norton from Mintier Harnish Planning Consulting addressed the Board.
Housing element is one of the seven mandated elements of the general plan. With the passing of SB75 it has to be updated every 8 years. It's review by CA Dept of Hosung and Community Development for compliance with State law.
Regional housing needs allocation for Yolo County is 1,890, and its allocated by income.
Supervisor Saylor - how is vacant and agricultural sites define? Vacant and agricultural sites are areas where people are building homes in agricultural parcels. We are assuming 35 homes are being built on these sites each year.
Supervisor Provenza - did you use anything from the Dunningan's General Plan? - No they did not, its not certain enough that it would be built within that time frame.
Applying for housing grants has been successful - e.i. - Mercy Housing.
2013 Housing element is only a minor update to the 2009 Housing element - they added new demographic and housing data using current census, consistent with the 2030 general plan, incorporated the climate action plan and minor changes to the policies and programs.
Will submit to HCD for approval, they have 60 days to review and make any comments, work with state to get approval, will return to planning commission and BOS for approval, from there the State has 90 days to approve.

31. Receive and file Yolo County Children's Alliance 2012/13 annual report. (No general fund impact) (Katie Villegas)
Katie Villegas addressed the Board. Created by a resolution in 2002. Governed by 12 members and have 39 members. Applying for grants for health outreach. Receives founding from the county - $75,000 was leveraged into $636,078 for child abuse prevention.
2012 highlights: Foster care program, 81% of children in that program had immunization. VITA program - brought almost 1 million back to families in W. Sacramento. Fashion show and run are coming up.
Katie addressed the Board - There's 19 agencies working together on the family strengthening network. Services are really taking off in W. Sac because there is not much out there for families to get help. This year they celebrated 10 years. Came up with a strategic plan until 2015.

Supervisor Rexroad - Board Development on April 23rd - How the Board can work together and take advantage of their strengths internally, identify what those things are and figure out what skills, abilities and knowledge as individuals they need to build to be more effective as a board.

Howard addressed the Board. Last year they accomplished the reserve, the goal is to get it to 6.8 million. Two meetings ago the Board approved the debt policy. Did assessment of financial practices to the county and also they assessed the financial need of the county. The other major projects that are under way are a strategy on , big change coming next year is the. Will continue to do this update annually until 2015. The document provided to the Board is the overall tracking of the whole county. its a dashboard. Supervisor Provenza - Would like to see more detail. Howard will provide trends to the Board in May.

Howard addressed the Board, seeking Board input on strategy for de-allocated funds. Back in 2002 the county received about 23 million of tabacco settlement funds from the state. At that time the Board decided to securitized the funds - instead of waiting each year for received a that amount of money, they securitized the fund (meaning they sold that money for a large sum of money), we received about 22 million at that time. That was divided into two parts 1. the Capital Account and 2. the Endownment Account. The capital account was used up to acquiring buildings. The endownment account still remains.
The ponoma fund has contributed each year to the budget, it should generate about 1million a yr out of the deallocated and energy savings fund. After the depresion that 1 million is no loger achivable.
Patrick - Scenario 1 - Scenario 2 - Supervisor Saylor: move in to the capital project fund. the pomona capital funds have been used in the past. those assumptions are no longer valid. we need to adjust to the reality.
Supervisor Saylor - there's no legal reason for the recommendation Howard is requesting. Supervisor McGowan- what is the action that we are supposed to do today - Howard - show the Board the scenarios and get feedback. Patrick come back and modify Supervisor Saylor - very reluctant to using changing funds for state. Howard will return with a different proposal.
Directed staff to return with modified proposals and other options based on Board discussion.

Julie Gallelo addressed the Board. *20% of children 0-5 years old live in poverty with the highest rate of poverty for this age group (27.8%) in West Sacramento. *41% of infants born in 2012 were born to low-income mothers that qualify for Medi-Cal *46% of women giving birth in 2012 were overweight or obese prior to conception.

Ed Smith addressed the Board - Represent about 300 employees. running about 3500 applications in woodland and w sacramento. trying to move to a one day application process. They protect children and elderly people (most are children) about 500 children are throught the courts. touch about 40,000 residents a year. the third element is employment - many employers use the program to advertise. fourth element is the people who support the other three elements. Supervisor Saylor - wonderful to see the interaction that the department has with people. Seeing lots of things going in the right direction.

Hold a workshop and consider public comments on the proposed update of the Yolo County Housing Element. (No general fund impact) (Bencomo/Parfrey)
Att. A. Draft Housing Element
Eric Parfrey addressed the Board - the housing element draft is a part of the general plan, it was adopted in 2009. By State law it has to be updated on a regular basis. Once the Board gives their blessing it will be sent to the State Housing and Community Development Dept for their review and then it will come back to the Board for approval later on this year.
Chelsea Norton from Mintier Harnish Planning Consulting addressed the Board.
Housing element is one of the seven mandated elements of the general plan. With the passing of SB75 it has to be updated every 8 years. It's review by CA Dept of Hosung and Community Development for compliance with State law.
Regional housing needs allocation for Yolo County is 1,890, and its allocated by income.
Supervisor Saylor - how is vacant and agricultural sites define? Vacant and agricultural sites are areas where people are building homes in agricultural parcels. We are assuming 35 homes are being built on these sites each year.
Supervisor Provenza - did you use anything from the Dunningan's General Plan? - No they did not, its not certain enough that it would be built within that time frame.
Applying for housing grants has been successful - e.i. - Mercy Housing.
2013 Housing element is only a minor update to the 2009 Housing element - they added new demographic and housing data using current census, consistent with the 2030 general plan, incorporated the climate action plan and minor changes to the policies and programs.
Will submit to HCD for approval, they have 60 days to review and make any comments, work with state to get approval, will return to planning commission and BOS for approval, from there the State has 90 days to approve.

31. Receive and file Yolo County Children's Alliance 2012/13 annual report. (No general fund impact) (Katie Villegas)
Katie Villegas addressed the Board. Created by a resolution in 2002. Governed by 12 members and have 39 members. Applying for grants for health outreach. Receives founding from the county - $75,000 was leveraged into $636,078 for child abuse prevention.
2012 highlights: Foster care program, 81% of children in that program had immunization. VITA program - brought almost 1 million back to families in W. Sacramento. Fashion show and run are coming up.
Katie addressed the Board - There's 19 agencies working together on the family strengthening network. Services are really taking off in W. Sac because there is not much out there for families to get help. This year they celebrated 10 years. Came up with a strategic plan until 2015.

Howard addressed the Board. Last year they accomplished the reserve, the goal is to get it to 6.8 million. Two meetings ago the Board approved the debt policy. Did assessment of financial practices to the county and also they assessed the financial need of the county. The other major projects that are under way are a strategy on , big change coming next year is the. Will continue to do this update annually until 2015. The document provided to the Board is the overall tracking of the whole county. its a dashboard. Supervisor Provenza - Would like to see more detail. Howard will provide trends to the Board in May.

Howard addressed the Board, seeking Board input on strategy for de-allocated funds. Back in 2002 the county received about 23 million of tabacco settlement funds from the state. At that time the Board decided to securitized the funds - instead of waiting each year for received a that amount of money, they securitized the fund (meaning they sold that money for a large sum of money), we received about 22 million at that time. That was divided into two parts 1. the Capital Account and 2. the Endownment Account. The capital account was used up to acquiring buildings. The endownment account still remains.
The ponoma fund has contributed each year to the budget, it should generate about 1million a yr out of the deallocated and energy savings fund. After the depresion that 1 million is no loger achivable.
Patrick - Scenario 1 - Scenario 2 - Supervisor Saylor: move in to the capital project fund. the pomona capital funds have been used in the past. those assumptions are no longer valid. we need to adjust to the reality.
Supervisor Saylor - there's no legal reason for the recommendation Howard is requesting. Supervisor McGowan- what is the action that we are supposed to do today - Howard - show the Board the scenarios and get feedback. Patrick come back and modify Supervisor Saylor - very reluctant to using changing funds for state. Howard will return with a different proposal.
Directed staff to return with modified proposals and other options based on Board discussion.

Ed Smith addressed the Board - Represent about 300 employees. running about 3500 applications in woodland and w sacramento. trying to move to a one day application process. They protect children and elderly people (most are children) about 500 children are throught the courts. touch about 40,000 residents a year. the third element is employment - many employers use the program to advertise. fourth element is the people who support the other three elements. Supervisor Saylor - wonderful to see the interaction that the department has with people. Seeing lots of things going in the right direction.
