John Young addressed the Board. Report from the farmbudsman - Michelle Stephens. Spoke about measuring this program. John - probably need to re-define what the processes we plan to create are. John-spoke of Farm to School program.

Sup. Villegas made comments about the Farmbudsman program and thinks it has value. How does it become economically sustainable? Sup. Chamberlain made comments. How much of our crops are processed in this county? Chair would like update on Ag Working Group sometime in the future.

Robert Ramming addressed the Board on this item in support of the Farmbudsman position.

Received Tactical Plan briefing on Strategic Plan Goals: Preserve and support agriculture; and Protect open space and the environment. The Board was interested in finding a better way of measuring the success of the Farmbudsman program, and they would like to review the goals set for this program to see if they need modification and/or re-defining, in particular the establishment of processing plants within the county.

County Administrator Patrick Blacklock reported that the Department of Employment and Social Services was very successful in receiving an $813,412 CalWORKs funds award to assist participants who are experiencing homelessness. He also recognized Kristin Weivoda, Health Services Department, for her expertise in coordinating the response to two recent emergency events in the skilled nursing facilities in Davis and in West Sacramento.

Cindy said this is a follow up for Item from a June meeting. Tim O'Halloran addressed the Board. SGMA - will become effective January 1, 2015 if the Governor signs this bill. Yolo county has four sub-basin. The Colusa Basin is an example of one of the problems we are facing. There will be a recommendation to keep political boundaries on this. Question do we keep underground water plants together, have a JPA for all cities and the county to be in charge. Responsibility of JPA will be to develop a sustainability plan.

Timeline - 6/1/16 - WRA develop regulations for evaluation underground water sustainability plan.
1/1/17 - Sub-basins in Yolo County are considered to be 1 high priority, 2 medium priority and 1 low priority. They don't know what is going on with the underground water. CASGEM is a program by WRA.

There's great collaboration between Water Resources Association and the Yolo County Farm Bureau. Supervisor Rexroad asked if there are any projections, and asked about how many inches or feet it will decrease? Tom said he does not have an answer. Supervisor Villegas had a comment. Supervisor Provenza asked if the legislation require the GMA to pass. Recommended Action - Direct staff to return to the Board - Around 3 months. No vote was taken.

Received update from Tim O'Halloran, General Manager, Yolo County Flood Control & Water Conservation District on groundwater legislation. The Board requested staff return to the Board with an update on this matter in three months.

Kevin addressed the Board - PPW was overseeing parks & natural resource at that time (2005) during the downturn 60% of funding and staff and then it became part of CAO's office. Now parks is part of GSD. Some of the downturn of losing staff was applying for grants. Parks has 1 principal parks planner. They have 3 parks host. Funding has been an ongoing issue.

Andrew Fulks, chair of Parks committee addressed the Board - 93% of parks is privately owned. Only about 7% is open to the public. Cache Creek donated some land for parks. Master Parks Plan Vision - create trail for bikes to connect with cities. off-highway vehicles is another demand we have seen in this county. Tourism is a big part of the county. explained how some counties have partnered with other agencies to open more recreation space for people. Examples were Solano and Napa counties.

What the public needs: strong leadership and commitment to open space and parks. An organization model that will work for Yolo County. infrastructure rehabilitation. Landscapes. Supervisor Chamberlain had a question about some parks being closed during the summer. Kevin addressed the Board and said that they lost the park host for cache creek therefore they had to close it down.

Jenn Santos addressed the Board - About 20 parks in Yolo County, 1 Museum, 3 boat lauch sites. Knights Landing and Clarksburg boat launch are owned by the state but they have a contract with Yolo County. Provide general oversight as liaison. 5 regional parks, upper cache creek regional park, lower cache creek regional park, cache creek campground, valley vista regional park and grasslands regional park.

Jenn said that the Cache Creek campground is very popular. Valley Vista will eventually need some work as it gets more publicity. County manages 30 acre dog park in grasslands park. Solar project was installed in this part of the park. Community parks are also managed by the County. Esparto Park is one of the parks that they spent a lot of time on.

Open Space Parks - Capay and Wild Wings. Will work with Natural Resources so they can pay for these parks from gravel fees. Camp Hasswall has not been developed yet, but there is a lot of potential for it. Elisa addressed the Board - talked about cache creek gravel mining fees. Regina addressed the Board about MERCSA and where that is at in development. Petrea addressed the Board from the JPA perspective and suggested that perhaps they could work with the County and use the county parks as mitigated land, which would assist them in reaching their goal and for less cost.

Kevin invited feedback from the Board as to the direction - different or continue using the Parks Master Plan? Carrie made comment from Putah Creek Council.

Sup. Provenza made comments. Matt made comments. Look from a broad based view - are we providing recreational activities for our residents? We just don't have the resources to pay for all of the things we would like to do. Sup. Villegas made comments. Chair - threshold question - should we update the 2005 Master Plan? He's not sure if this is the right direction. Perhaps a work plan to address the current master plan. Look at land values of the parks and see if it may be worth it to liquidate. Are there potential private partners?
