Oscar pulled this item. He feels we need to work harder to diversify our provider portfolio. Pat said they are working on an analysis on this issue. Matt weighed in on this. Eric addressed the Board. Added language about bee-keeping. Final edited version is posted on-line. Thresholds more consistent in regards to animal keeping. Setback of 100' be established as previously there were none. Bee-keeping - ensure that up to two hives be kept (non-commercial) in Residential Zone of the unincorporated areas. Applies to hobby bee-keeping. Non-intrusive special event centers was addressed. Provided perimeters about how this was to work. P/C has recommendations on how this would work. This is 'by right.' Pre-amble be added to the zoning code. Staff has provided language on this in the zoning code. There is a general plan policy already established for his. Clustered ag housing ordinance - part of zoning code- recovnene ag working group that last met in 2010 - should it be continued or not? Staff take a look at ag mitigation ordinance. Working group on this is being done. County airport - staff proposed that we not approve this package yet. Would like to bring this item back on 8/5.

Duane - had question on clustered housing. It is in the zoning code as it was approved last year. But the ag working group is working on it and at the end of this year they will bring it back. Handed out the Comparison of Minimum Parcel Sizes in Other Counties that Eric prepared.

Jim - this Board has not really looked at the airport plan. Would like it to return to the Board at some point for discussion as to where they want to go in the future. Dana Carey addressed the Board - gave update on Dunnigan fire/power outage - July 1 received notice from fire chief that most of the city of Dunnigan lost power due to that event. They launched sent firefighter door to door, posted on Yolo's 211, Yocha DeHe donated water to the Fire station. Dana said this was a very successful response.

Dana gave update on Moticello fire. Happened on evening of July 4th. Local responders from Yolo County and different area responders were there to help. CAL fire was stationed at the Yolo County fairgrounds. Around 20 people were evacuated. Sheriffs and animal services were also involve as they had to evacuate some animals. Golden bear evacuation and a mass notification was sent out PPW was also out there to do some road closures. Supervisor Saylor asked how many acres were burned - 6278 acres.

Patrick gave update on workgroup with Sheriff. Patrick said Skip Davies will be working on this workgroup to develop employee feedback. His intention is to get feedback from employees and also meet with labor intention.

Phil addressed the Board - noise is a very touchy subject. You can still comment after comment period, but you will not get a written response back. Community effects is one of the things that they are focusing on this comment letter - noise, traffic and underground water. Phil said the west alignment would have a tremendous impact on the county (194 homes would be lost, 726 structures would be lost in the west alignment. Phil said they will also integrate stakeholder intake in the comment letter.

Petrea addressed the Board, she said she produced the 12 comments on the packet. analyze the fish population that is a draft fish benefits will happen if the bypass is flooded. 1st effort with 2nd comment is the letter 2012 received for comments was the response sent by there will be flexibility to change the project, even if the project is approved. Main topics addressed are: different from letter that was presented last March and there also a number of new concerns. Delta subcommittee has been working in CDCP. there's a number of different issues they are working on. One is the terrestrial species impact. they are planning on cultivating 150,000 acres over 50 years for garter snake and Swanson hawks.

Phil said they asking the Board to approve comments. Supervisor Villegas had some questions - How do they - a lot of the cultivated lands would be focused in yolo county, a lot of lands would be developed as conservation easements for Swanson hawks and also giant garter snakes conservation easement. Phil said this is over a 50 year period. Phil said that there is a general requirement. folks that are to be more impacted the sent study - Phil said he can take questions from stakeholders.

Supervisor Provenza had a question about the ordinance - Phil said it all depends on the group. Phil said there's a rumor the State Water Department would be the one implementing Conservation Phase II. they are only counting the 30% Phil said that in the past they have used the 70% statistic, but its not for sure and. Petrea addressed the Board - assuming a significant amount of flood before the gates are opened. Supervisor asked if we are including all studies in the comments. Supervisor Provenza said this projects lets us see how we can move forward.

Sup Provenza said that Yolo County should be compensated, so we can continue funding the agricultural accessibility plan. Sup Villegas said we need to use all hands on this. P/V A-C 5-0 with comments from Sup Provenza
