Adopt resolution adopting the Mitigated Negative Declaration for the Leinberger Detention Facility Project as the appropriate level of environmental review in accordance with the California Environmental Quality Act and file the Notice of Determination with the County Clerk-Recorder. 16. Authorize the Sheriff's Office to apply for certification to participate in the Law Enforcement Support Office Program which allows local law enforcement agencies to access, request and acquire excess equipment from the Department of Defense; and consent to the Sheriff's Department receiving a Mine Resistant Ambush Protected vehicle, if awarded, through this program. 39. Consider models for the operation of the Gibson House and direct staff to proceed with further development of an operational partnership for the Gibson House as proposed with YoloArts, and return with a detailed plan for management transition and full review of the museum collection. 32. Hold public hearing to consider the 2016 Dunnigan General Plan Amendment (GPA 2017-001), which includes amendments to the 2030 Yolo Countywide General Plan and to the Yolo County Zoning Code to remove all references to the Dunnigan Specific Plan. This action will replace the "Specific Plan" and “Specific Plan Overlay” General Plan land use designations and zoning for approximately 450 properties in Dunnigan, and will delete all text references in the General Plan to the Dunnigan Specific Plan. The action also proposes to add one new General Plan policy related to potential future growth areas in Dunnigan and includes the proposed redesignation and rezoning of 2.8 acres of agricultural land to allow the expansion of an existing gas station at the corner of County Road 6 and County Road 89. An Initial Study/Negative Declaration has been prepared for the project. (No general fund impact) (Echiburu/Parfrey)
